To protect, experts advise general hygiene rules such as regular hand washing. The following are the most important questions and answers.

How can you protect yourself?

In order to avoid the spread of respiratory diseases, good hand hygiene, a so-called cough and sneeze label and distance from the sick should be observed. “In view of the flu epidemic, these measures are advisable anywhere and anytime,” writes the Robert Koch Institute (RKI).

If you have to cough and sneeze, it is better not to put it in your hand, but in your sweater or jacket sleeve. Then your hands will stay clean. Because the advice “hand to your mouth” is well-intentioned, but unhealthy for others. After all, when you cough, countless viruses are catapulted out of the body, which then stick to the hands and are spread when you touch objects and other people. When coughing and sneezing, everyone should keep as far away as possible from others and turn away because of the risk of infection from droplets.

What does correct hand hygiene mean?

Hands should be washed with soap for 20 to 30 seconds several times a day, and not just after using the toilet and before meals or before preparing food. Of course, they should also be cleaned thoroughly after blowing your nose, coughing or sneezing, after coming into contact with waste and before handling medication. It is also advisable to keep your hands away from your face and refrain from shaking hands. In public institutions, hands should be dried with a paper towel if possible.

Does ventilation help?

That is advisable. In the office or at home, you should ventilate regularly. The number of viruses in the air can increase significantly in closed rooms. Regular ventilation counteracts this and thus lowers the risk of infection. This also improves the indoor climate, which prevents the mouth and nasal mucous membranes from drying out, which in turn are very important for defense against viruses.

The RKI does not recommend this. The World Health Organization does not generally recommend this for the general population either. Mouth and nose protection can of course offer protection in the event of contact with sick people or medical personnel. According to the RKI, a patient who is classified as a suspected case should also wear a multi-layer mouth and nose mask.

Is there a vaccination?

No. The development of vaccines against coronaviruses, in particular the Mers coronavirus MERS-CoV, has been working for a long time. They are being tested in clinical studies, but are not yet available for use. According to the international vaccination alliance Cepi, a vaccine against the current pathogen could probably go into the test phase in the summer.

However, a conventional anti-malarial agent may also work against the novel coronavirus. : When the first Covid-19 infections became known in Austria, some rules of the game at the workplace came into focus. Who can do what?

The colleague coughs and gets crooked looks for it. In the corridors in the office, an employee disinfects the door handles every hour, company laptops are distributed so that employees can be sent to the home office, and business trips that have already been scheduled for a long time suddenly fall flat. After the first Covid-19 infections in Austria became known, measures were also taken in domestic companies in case of emergency. What rights and obligations apply to employees in times of the coronavirus? Eight answers to the most pressing questions.

# 1 I was in Italy over the weekend. Do I have to tell my employer about this?

“It will then have to be reported when you travel to an ‘affected’ region, ie a region for which there is a -partial -travel warning”, says Wolfgang Höfle, an expert in labor law and partner at TPA. In principle, the employer can also ask whether I intend to travel to a certain region – although restrictions apply here. “That is only interesting if it is an ‘affected’ region. Not all of Italy is such a region,” emphasizes Höfle.

# 2 Can I stay at home for fear of infection?

Employees are not automatically entitled to simply stay at home for fear of infection. Absence from work would only be justified if there is an objectively understandable risk of contracting the corona virus while working (e.g. in the case of an infection that has already occurred in the employee’s immediate work environment).

# 3 My colleague in the room has been coughing for a few days but doesn’t stay home. Is that a reason for me to stay away from work or can I insist on working from home?

Long question – short answer: In both cases the answer is no. Of course, the employer can send home an employee who is obviously ill.

# 4 I don’t want to go on an upcoming business trip. Can I refuse the trip?

“With regard to business trips abroad – especially to China – the employee has the right to refuse if the employee’s health is endangered with an above-average probability”, says Höfle. In any case, this is the case if the business trip is to take place in an area for which the Foreign Ministry has issued a travel warning.

# 5 My employer ordered home office. I use my own IT equipment for this. What reimbursement of expenses am I entitled to?

“Basically, this is a matter of which an express agreement should be concluded,” says Wolfgang Höfle. There is no general answer to whether an expense allowance is due, because it depends on the circumstances of the individual case.

# 6 Do disinfectants need to be available at the workplace?

There is no obligation to do so. However, due to his duty of care, the employer is obliged to prevent the risk of employees being infected by taking preventive protective measures as far as possible. This can e.g. B. by providing disinfectants, hygiene instructions, tips on how to behave during business trips or the like. However, the employer only has to provide protective masks in special cases (if there is an increased risk of infection). B. for employment in hospitals or for business trips to risk areas.

# 7 Can my employer order compulsory leave, for example to reduce the risk of infection in the office?

“Unilateral compulsory leave will generally not be possible,” says labor law expert Wolfgang Höfle. However, agreements should be made about time compensation, vacation, home office and unpaid vacation.

# 8 My child needs to be quarantined at home. As a mother, can I stay at home without further ado?

Here it must be checked in each individual case whether the requirements for a care / care leave are met. If an employee is quarantined by the district administrative authority (health department) on suspicion of being infected with the coronavirus and thus cannot appear for work, the Epidemic Act stipulates that the employer must continue to pay the employee the remuneration (assessment of remuneration according to the default principle ). The federal government has to reimburse the employer for the continued remuneration paid to the employee as well as the employer’s social security contributions. For this purpose, a corresponding application must be submitted to the district administrative authority within six weeks from the day the official measures are lifted.

Casinos Austria have registered 600 employees with the AMS for resignation. In the group one speaks of a maximum number that will be “significantly lower”, reports “diepresse.com”.

It is not yet foreseeable with how many employees a voluntary exit or a part-time model can be agreed, a spokesman for the state-owned gaming company is quoted as saying.

The austerity program does not come as a surprise. The company’s own “ReFIT” savings package was approved in principle in July. At that time it was said that of the currently around 1,700 full-time positions “1,200 jobs will be saved”. A new salary scheme should reduce personnel costs by a quarter.

Heavy loss of income

Casinos Austria International (CAI), the foreign subsidiary of Casinos Austria AG, had reported severe shortfalls in income for the first half of 2020 at the end of August. Game revenues (including secondary revenues) fell from EUR 87.3 million in the same period of the previous year to EUR 52.8 million.

The company is currently in the public eye on a regular basis because of the Ibiza committee of inquiry, among other things, it is about post chats in the gambling group.

Talks with 600 employees

“In the next few weeks” the company wants to hold talks with them about part-time or other exit models, said group spokesman Patrick Minar. How many people will actually have to leave is not yet clear. Even those who stay have to accept cuts.

There is a “multitude of models” for employees registered for termination, ranging from part-time to early retirement or golden handshakes (a larger sum when they leave the company). He does not want to communicate how much money the company wants to save, said Minar. In any case, personnel costs are a major expense item for the casinos.

The savings program affects all employees

The remaining employees also have to bite the bullet. The Refit savings program, which has already hit the media, provides for a new salary scheme. There should be a new collective agreement as well as new works agreements, and the average salaries should be lower. Until when should that be? As soon as possible, the company said on Thursday. One is already in talks with the employee representatives. “There are already fundamental agreements,” said Minar.

Casinos Austria employed around 1,700 people on average at Casag in 2019 (full-time equivalents, including catering employees). Across the group, including lotteries and the international subsidiary CAI, there were 3,400 people.

Works council hopes that there will be no layoffs

The Casinos Austria works council is not surprised by the report of 600 employees at the AMS. It is a technically necessary, precautionary measure, said central works council chief Manfred Schönbauer. Negotiations with top management about personnel savings have been in progress since the beginning of July. There is great interest in the part-time and exit models offered.

The 600 employees registered for termination with the AMS are those who meet the eligibility requirements for part-time, early retirement and the like, according to Schönbauer. Older employees in particular are currently ready to accept such a model. The elderly are mostly those who earn quite well and cause high personnel costs.

Since the start of the refit savings program, the works council has favored “relatively generous” part-time or voluntary exit models, and these are exactly what now exist. The state-owned casinos have already offered older employees part-time work in the past and only come to work at peak times. “In this way they remain with us as employees and are not a burden to the public sector,” said Schönbauer.

He cannot say how many will ultimately accept one of the models on offer. In any case, he hopes that one can get away with no or very few dismissals from the employer. According to the works council, the company’s goal is to reduce annual personnel expenses by around EUR 30 million; in 2019, including the catering subsidiary, this was EUR 116 million. On the models for employees registered for termination, the works council has already “very precisely agreed” with the management, as Schönbauer said.

As for the savings for the remaining employees – new collective agreement, lower average salaries, etc. – at least the cornerstones are in place. But the dog is in the details. “I’m not sure whether it will be possible to solve all things in such a way that it can also be supported,” said the works council. Basically, however, they are on the right track.
